They were the only authorized foundation for the education of the poor in the eighteenth century Ireland. \n　The educational contents of the schools consisted of religious education, 3R's, and labour. The schools provided poor children with free education. Moreover the pupils were fed, clothed, and apprenticed by the public fund. The scheme of education was based on the principle of Protestant religion. \n　The curriculum itself was idealistic, but it was deeply connected with the colonial policy. Religious education was for proselytizing Irish natives and making them faithful subjects. Labour was for increasing national interests and making them industrious labour. Because of this purpose the Charter Schools failed in these two points: \n(1) The native Irish who were Catholics refused to send their children to the Charter Schools and they could not get enough pupils to fill in. They turned out to be the institutions for orphans. \n(2) The school masters laid too much emphasis on labour itself and education was neglected. The children were forced to work so cruelly that their limbs were deformed. \n　Although the scheme of the Charter Schools resulted in failure, it is meaningful to have had a public experiment of the education for the poor throughout a century. The defects of the Charter Schools were reformed and a scheme of modernized public education was made.
