Particularly since the educational reforms after World War II, it has been systematically adopted in Japanese higher education in an attempt to liberalize the college curriculum. Nevertheless, liberal education has not yet become established among Japanese higher institutions. This is due partly to the strong bias toward professional or specialized education from the traditional Japanese concept of higher education. This tradition is being reinforced by recent trends toward greater specialization in the various disciplines and professions. In addition, the slow acceptance of liberal education in Japanese higher education is also due to confusion concerning the concept of liberal education, which is interpreted in various ways by different schools of thought. This paper attempts to clarify the concepts of liberal education from two different schools of thought, Perennialism and Progressivism, by analyzing their basic philosophical arguments of society, man, and education. The two representative educational philosophies selected are Robert Maynard Hutchins for Perennialism and Sidney Hook for Progressivism. Their arguments are tested from two standpoints; logical integrity and actual application. Logically, both are well qualified as persuasive arguments, although they take completely different philosophical view-points.
