 note = {本稿は，先行研究が曖昧な結果を示してきた親・コミュニティの学校運営への参加と教育の質の関連について理解を深めるため，セネガルにおいて制度化されている学校運営委員会（CGE）が教育の質の改善においてどのような役割を果たしているのかを明らかにすることを目的とした。ファティク州とティエス州の8 校の小学校を対象に校長とCGEメンバーへのインタビューおよび教師への質問紙調査を実施した結果，セネガルのCGEが，教師中心ではなく，親・コミュニティが学校と情報を共有し，課題について共に考え協働する姿勢を促していることが分かった。ただし，公立校と私立校，そして学校内の補習と学校外教育の競争が存在する都市部においては，試験の成績が参加や協働を呼び込むという既存の理論とは逆の因果関係が生じている可能性がある。公立学校の学校運営のあり方に対する学校外における学習機会の有無の影響については更なる研究が必要である。

The proponents for parental and community participation in school management argue for its great potentials to nurture transparency of information and culture of mutual respect and for jointly pursuing improvement of school by sharing vision, process, and results. The numerous case studies around the world indicate that individual and organizational behavioral changes are critical to increase the level of participation. Senegal institutionalized a school management committee (Comités de Gestion d’Ecole: CGE) for the purpose of improving quality of education by promoting community participation in school management in 2002. This research note aims to examine the roles of the CGE in quality improvement of primary school education in Senegal. Having conducted interviews with principals and CGE members and a questionnaire survey with teachers in 8 primary schools in Fatick and Tiès, the author found that CGE transformed the teacher-centered school education to more participatory school education with collaborative attitudes towards information sharing and problem-solving. Nevertheless, in urban areas where competition exists between public and private schools as well as remedial learning in and out of school, the opposite causality to the existing theory seems apparent: that is, the academic achievement of school induces participation and collaboration and not vice versa. Further study will be required to examine how learning opportunities outside the public school system influence the way of parental and community participation in school management.},
