papaer discusses how\"publicity\"based on\"identity\"preserves an\nunequal power structure by focusing on the case of the 1991 St.Patrick's\nDay Parade argument.A group of people who identified themselves as Irish\nAmerican an well as homosexual,called ILGO,were granted permission to\nparticipate in the St.Patric's Day parade,a holiday to celebrate Irish\nimmigrants to America.However,in order to attend,\"self-identification\"was\nrestricted,and tne definition of\"homosexual identity\" was decided before\nthe ILGO could comment;these events made a visible boudary between\n\"Irish Americans\"and\"homosexuals.\"This restriction ended up creating a\nlimited definition of the image of homosexual.This Paper indeicates the\nfollowing argument based on the idea that identity is created by speech.\n First,the cause of the argument lies in multiculturalism, which seeks to\nidentify an\"identity.\" Because there is always the potential that speech can\nbe changed by any speaker on a given topic,the inequality of the power\nstructure between the minority and the majority is preserved.In this\ncontext,the minority is indicated as an alternative identity by the majority.\n Second,this paper presents an criticism of\"publicity\"accomplished with a\nbasis in\"identity.\"The concept of \"publicity\"cannot be a basis for criticizing\nsituations in which unequal power relationships are activatd;publicity is\nnot dependent a social context in whicn people discuss\"identity.\"\n In order to transform this situation of\"publicity,\"it is necessary to gain an\nunderstanding of the perspectives of those who discuss\"identity.\" In other\nwords, there is a necessity to expose the historical context and social power\nstructure of the speech's place and
