One question is, what will happen to the ‘language’ of the children who accompany their families to Japan? The process of second language acquisition is different for adults, whose first language or mother tongue is already acquired, and for children (from babies to those of school age) whose first language is not.In Japanese schools, a JSL(Japanese as a Second Language) curriculum designed by the Ministry of Education, Culture, Sports, Science and Technology: MEXT has been implemented. However, there is a huge gap between children who are not able to speak any Japanese at all and the children for whom the JSL program was designed. In a cosmopolitan city like Shinjuku, an early Japanese language support program has long been necessary. For approximately the past ten years, the city has provided preliminary Japanese instruction, ‘Japanese language support program’, for non-Japanese schoolchildren.
