Under the former mayor and the local board of education, the city has done its own educational reform which focused on students’ personal interaction rather than the policy of promoting competition by the Ministry of Education and Science. But in 2009 the city took the achievement test after troubles which lasted few years. For participating in the national achievement test, incumbent mayor of the city had done the reshuffle of member of the board or amended city regulation to increase the number of the board to send new members who appointed by himself. It may be wrong to attribute all this turmoil to ‘unjust intervention’ by any particular personage but what really retards the independence of local educational administration from municipal government exists in the educational administrative system itself. By the revision of the law of the board of education in 1956, the appointment of the board’s member should be done by the head of municipal government instead of public election.
