First, the 1997 New Zealand Social Studies Curriculum will be overviewed, and its distinctive features will be discussed. Then, the controversy over its curriculum since its introduction will be examine from the following five aspects: (1) searching a new attitude, (2) interdisciplinary conflicts, (3) tensions between the social activism and pedagogical responsibility, (4) institutionalized reflective inquiry, and (5) citizenship virtues or methodologies. Finally, the conflicts observed have been originated in the philosophical and pedagogical distress of Social Studies teachers, which is different from the disciplinary boundary dispute over vested rights among traditional subject groups in the U.K. will be argued. Although ambiguity and obscurity of the subject may continue to be its unsolved weakness, that is due to the nature of Social Studies to have weak classification and weak framing. Because of such nature, however, it became possible for the early pioneers of Social Studies in New Zealand to challenge to the indoctrination of a specific value as the imperatives of the subject.
