People in the metropolitan area were in a panic because they feared the shortage of food, water and electric power. On trying to save electricity, some emphasized the importance to increase a supply of electric power; others proposed to reflect on our daily life. A keyword of the latter is human desire.\nThe Enlightenment tried to liberate people from Christianity in Modern Europe. Yoichiro Murakami calls this process secularization revolution. The idea of modern civilization is to control nature artificially and set people free from the traditions. They were approved of pursuing their desire. The development of technology encouraged this tendency. Their society based on mass–production system enabled them to waste resources to achieve convenient and comfortable life. The advancement of information technology also dug up their potential desire. People were urged to want what they had never done. In this way they became pursuing whatever they want.\nThe air and water in Japan were polluted all around the country through the process of economic growth in the latter half of the 20th century. Takamichi Kajita analyzed the antagonism between the beneficiary sphere and the costly sphere. People in the costly sphere, where dangerous facilities such as nuclear power plants are built, fall a sacrifice to the convenient and comfortable life in the metropolitan area as the beneficiary sphere. Moreover, people in the \nbeneficiary sphere are not aware of the sacrifice of the costly sphere. The change of social systems and the advancement of technology will improve the condition. However, as Kajita says, the root of this problem is human desire. Controlling desire is necessary to change the situation radically.\nShuichi Kito approaches the problems of desire from the view of environmental ethics. He proposed social linkages theory. Generally speaking, socio-economic linkages and cultural-spiritual linkages are closely related in pre-modern society. The constellation of these linkages changes through the process of modernization. Daily life in modern society is based on mass-production system, but on the other hand, people often argue the importance of environmental sustainability. This means their lifestyle and their thought are not necessarily linked to each other. People cannot tackle the problems of desire if they ignore such a situation. The task is to consider how they can reconstruct the relationship between two linkages.\nAccording to Murakami, it is necessary to become fully aware that contemporary issues are the products of human desire in modern civilization. If people try to achieve this difficult aim, they need a chance to think self-critically through the process of decision-making. Kito says that social linkages theory works as a frame of reference. It will give people an opportunity to change their perspectives as a result of self-critical thinking. This is the reason why Kajita exaggerates researchers should participate in the decision-making process. While they make much of plurality of each area, they try to shaken the truism of people with a frame of reference which does not show one unique solution.
