Three levels high, mid, and lower level industrial engineers appeared in the process of budding industrialization. In the beginning, such functional and class distinction, even the concept of the industrial engineer itself, was not clear. The newly established technical institutions under Gakusei, the first modern education system of Japan were based on the idea of training craftsmen in the traditional sector of the economy. The Supplementary Industrial School (Jitsugyo-hosyu-gako) was also created as a sort of primary school, although it was excluded even from the lowest level of industrial engineer training institutions. It might be fair to regard it as an agent of mass education rather than industrial training. The importance of the aspect that all children should receive an equal education becomes apparent, following the development of industrialization. It is argued against the idea that the modern education system was completed in 1900 because of the unequal levels of education in the different primary schools, reflecting discrimination toward lower class. The charity schools for the poor, however, were integrated into the ordinary stream after their lives and self-esteem improved.
