This innovation promises\nto improve the responsiveness of local governments in Japan and elsewhere,\nwhile protecting accountability. The organizing concept is responsible flexibility.\nThe paper first summarizes the challenges that public organizations have\nfaced from advocates of market-based solutions and from cycles of fiscal crisis.\nThese challenges create dilemmas in balancing (1) order and flexibility and\n(2) policy innovation and risk avoidance. Community libraries epitomize this\nchallenge for public organizations.\nMusashino Place’s development is traced from the 1970s. Planning began\nwith land purchase in 1998. A 2003 report used the key word “Place” (Ba),\nwhich continued as a key concept. When it opened in July 2011 the goal was\nto address changes in contemporary Japanese society by seamlessly integrating\nfour functions to strengthen both individuals and community. This degree of\nintegration has not occurred anywhere in Japan.\nThe four functions are:\nProviding diverse lifelong learning opportunities\nMusashino Place and the Concept of Responsible Flexibility:\nThe Public Organization of the Future for Local Government?\nSupporting and integrating citizen group activities\nEngaging children and youth\nBeing a rich information source\nSuccessfully integrating these has required innovation in both physical and\nadministrative design. We suggest that physically Musashino Place is like a\nsmall village where someone makes rounds while having unplanned encounters\nwith interesting items and other community members.\nAdministrative innovation makes it possible to avoid the “compartmentalism”\ncommon to similar organizations. This is accomplished by dividing its funding\nstream. Some operating costs are covered like the Chuo and Kichijoji libraries,\nbut some personnel costs are funneled through the “Musashino Place Lifelong\nLearning Foundation.” Those hired through the Foundation are not subject to the\nrules applying to civil service employees. This additional flexibility is used to\nsupport the core value of integration. It supports:\nGreater cooperation across roles.\nMore discretion to support mission-related activities.\nStaff discretion in rule enforcement to balance traditional and nontraditional\nlibrary activities.\nInclusion of sub-contractors to support the mission.\nWe contend that several factors support the creation of Musashino Place:\nVision and persistence by a core group.\nCommunity openness to new ideas.\nClear advantages over other options.\nGood timing.\nAppropriate leadership.\nChallenges face this experiment in responsible flexibility. These include\nwhether to introduce a fee system; maintaining a continuity of leadership;\nand sustaining community support for an innovation that may not be adopted\nelsewhere.\nWe conclude by suggesting measures of success. These include the work\nconditions of non civil service employees; continuity of leadership; the degree\nof workplace integration; misuses of flexibility; public support for Musashino\nPlace’s mission; measuring important outcomes; and whether this has been a\nmodel for others.
