The plan suggests that the present state universities be disorganized into private ones, that the present state grant to the state universities be pooled for the grants to all universities including originally private universities and disorganized state ones, and that in order to distribute such grants a new organization which may be named the University Grants Committee be set up. The background of these suggestions is a fact that the most private universities have increasingly faced with the financial difficulties for maintaining themselves and particularly for coping with the expansion of their technological departments which has now become a national demand. The Association\u0027 s justifications for the plan are that there is virtually no difference of the functions between the state universities and the private ones, both equally having contributed to the national demand, that it is unreasonable that the private universities alone are under serious financial handicap and that the private or non-state status of the universities is better suited to the cause of academic freedom. The Association\u0027s plan apparently follows the British pattern of university administration. In Britain the universities are self-governing independent bodies, and nevertheless they receive a great amount of State grants. The University Grants Committee is the most effective organization to handle the distribution of the grants without much interference of the independence of each university. There are reasons why the Private Universities Association models after the British practice. Of course it is not or must not be a simple matter to follow the pattern of other country. The whole structure of the higher education is different, and there are many conditions which must be taken into consideration. This paper is originally written as a part of the author\u0027s study of British university system. In view of the present situation in Japan as mentioned above, it is the author\u0027s hope that this paper may contribute to the further discussions of the reorganization of university administration in Japan.
